Enhanced Tax Credit Provides Outstanding Opportunity for Home Buyers.
In its efforts to stimulate the economy and revive the housing market, Congress has enacted legislation providing a tax credit of up to $8,000 for first-time home buyers. But time is of the essence for buyers who want
to take advantage of this opportunity. Only homes purchased on or after January 1, 2009 and before December 1, 2009 are eligible.
$8,000 Home Buyer Tax Credit at a Glance
-The tax credit is for first-time home buyers only.
-The tax credit does not have to be repaid.
-The tax credit is equal to 10 percent of the home’s purchase price up
to a maximum of $8,000.
-The credit is available for homes purchased on or after January 1, 2009
and before December 1, 2009.
-Single taxpayers with incomes up to $75,000 and married couples with incomes
up to $150,000 qualify for the full tax credit.
This tax credit can help any people who are looking to purchase a home in the Atlantic County area, including the following cities and towns: Absecon, Galloway, Egg Harbor Township, Northfield, Linwood, Atlantic City, Brigantine, Margate, Ventnor and Longport NJ.

ACES Rail Service Started 2/6/09

Atlantic City Express Service started running on February 6, 2009 between Atlantic City to New York City.
The service runs from Friday to Sunday and you can travel First Class, Coach and Lounge. To make reservations please call 877-326-7428.

The Train
• The Atlantic City Express Service, LLC (ACES), is a joint venture between Caesars Atlantic
City, Harrah’s Resort Atlantic City, and Borgata Hotel Casino & Spa.
• ACES will include two four-car multi-level train sets offering comfortable and convenient travel
with leather seating, a choice of first-class or coach class service, and food and beverage
options.
• The ACES train contains a private lounge with audio visual capabilities available for larger
groups to rent so that they can travel, eat and drink together in a fun and relaxed group
environment.
• First class offers upgraded seating on the upper deck of the train with servers available for
food and beverage delivery.
• ACES provides residents of New York and New Jersey a direct transportation option between
the two cities that currently does not exist.
• Through a management contract with ACES, NJ TRANSIT will operate the train service.
ACES has partnered with Amtrak to provide ticketing and reservation services.
• Compass Group will handle food & beverage service; Bombardier was contracted for the rail
car enhancements. Julien Inc. designed and built the food & beverage kiosks, lounge and
luggage racks; in addition, KSU Inc. was responsible for the design and building of the seats.
STV Inc. acted as the overall project manager.
• The Casino Reinvestment Development Authority (CRDA) was instrumental in helping fund the
joint venture. CRDA invested $4.5 million over 3 years for the purchase of locomotives.
The Route
• Atlantic City Express Service (ACES) will provide weekend (Friday-Sunday) travel from New
York City to Atlantic City which will run along the NJ TRANSIT rail lines and take about 2.5
hours.
• The train will depart from New York’s Penn Station and make one stop in Newark, NJ, before
continuing direct to Atlantic City.
• ACES will provide a complimentary shuttle service from the Atlantic City Terminal station to
Harrah’s, Caesars and Borgata, return service will be provided only for passengers with
reserved tickets for ACES.
• Introductory ticket prices will start at $50 for a one-way coach seat and $75 for a one-way first
class seat. Passengers can book the lounge at an additional rental charge of $400.

How to file a Tax Appeal in Atlantic County

Board of Taxation
The Atlantic County Board of Taxation maintains information on real estate assessments for Atlantic County and is responsible for the property tax appeal process. This office maintains the property tax list books for all real estate property in Atlantic County.
This information includes property owners, addresses, most recent assessment and block and lot information.
The office also maintains SR1A books that list every real estate sales transaction in Atlantic County.
The Board of Taxation also tabulates the Abstract of Ratables and Equalization Tables for Atlantic County.
How to File a tax Appeal
A property owner may appeal his tax assessment by completing a Petition of Appeal and paying a filing fee ranging
from $5.00 to $150.00 based on the assessed valuation. The filing fee schedule is as follows:
If the assessment appealed is:
Less than $150,000 $5.00
$150,000 or more, but less than $500,000 $25.00
$500,000 or more, but less than $1,000,000 $100.00
$1,000,000 or more $150.00
A Petition of Appeal may be obtained from the Atlantic County Board of Taxation by sending a written request and a business size return envelope with $.60 cents in postage. Forms may be pick up at the Board of Taxation during business hours which are Monday to Friday, 8:30AM to 4:30PM. A detailed set of instructions is included with the petition. Staff will help those who have questions or need assistance in completing the form. Only the tax assessment for the current year may be appealed. The deadline for filing a property tax appeal is April 1 of each year.
If April 1 falls on a weekend or holiday, the deadline is automatically extended to the close of the next business day. For a tax appeal to be considered filed in a timely manner, it must be physically present in the Offices of the Board of Taxation on or before the April 1st deadline. A postmark by that date is not acceptable.
The Atlantic County Board of Taxation does not have the authority to extend the filing deadline for individuals for any reasons. Occasionally special circumstances may require that the filing deadline for an entire municipality be extended. This usually results from a late filing of the municipal tax list and late mailing of the Notice of Tax Assessment which each property owner is supposed to receive on or about February 1 of each year. After an appeal is filed, a hearing will be scheduled and the property owner will be notified of the date and time to appear. The law requires only 10 days notice of the date and time of the hearing. Every effort will be made to give the petitioners
as much advance notice as possible. The law provides that evidence such as appraisal reports and comparable sales data be submitted to the Board and to the municipal assessor and municipal clerk at least one week prior to the hearing. Therefore it is important that individuals begin preparing their appeals immediately upon filing. Requests for postponements are granted only for serious reasons such as hospitalization. Requests for postponements with documentation should be submitted as early as possible. The Board strongly recommends that the petitioner meet with the municipal tax assessor prior to the hearing if possible. Some appeals may be amicably resolved without a hearing and the parties may enter into a Stipulation of Settlement as to the new assessment. If a property owner is not satisfied with the decision of the Board of Taxation they may appeal to the New Jersey Tax Court. Instructions for filing a complaint with Tax Court are printed on the back of the Atlantic County Tax Board judgment.
